(A) Miscellaneous safety provisions.
(1) Smoking is hereby prohibited on the premises of a gasoline service station and the motor of an automobile shall not be in operation while the fuel tank is being filled with gasoline. Notice to that effect shall be conspicuously posted as required by the Fire Chief.
(2) No pump, hose, nozzle, container, or other device shall be used in the handling of gasoline or volatile liquids at any retail gasoline service station, unless the same shall have been approved by the Underwriters Laboratories, Inc., or by the Fire Chief. Any such device which becomes defective or hazardous may be condemned for further use by the Fire Chief.
(3) No gasoline or inflammable liquid shall be kept or conveyed in open receptacles or in glass bottles or other breakable containers on the premises of a gasoline service station, except in glass bottles of not more than eight ounces capacity used for sample purposes, and shall not be used for cleaning purposes on such premises. No glass container gasoline pump shall be installed in any building.
(4) All combustible waste and rubbish, including crankcase drainings, shall be kept in metal receptacles fitted with a tight cover until removed from the premises.
(5) No gasoline, oil, grease, or inflammable liquid shall be allowed to flow into or be placed in the drainage system. Oil and grease shall not be allowed to accumulate on the floor. Sawdust shall not be kept in any gasoline service station or place of storage, and sawdust or other combustible material shall not be used to absorb oil, grease, or gasoline.
(6) All gasoline service station proprietors and attendants, upon being notified by the Fire Chief of the presence of gasoline or volatile liquids in sewers, shall cooperate in ascertaining the reason therefor. Any expense to the city in tracing gasoline leaks shall be paid by the owner of the station or the equipment to which such gasoline leak is traceable.
(7) The City Manager is hereby empowered, subject to approval by the Council, to make reasonable and necessary rules and regulations not inconsistent with the provisions of this subchapter, respecting the use, operation, maintenance, and construction of any appliance, device, apparatus, equipment, or oil burner used in connection with gasoline or volatile liquids, including fuel oil.
(8) There shall be constantly maintained in good working order at least one two and one-half gallon, fully charged, portable, foam-type fire extinguisher at each gasoline service station.
(9) When a gasoline service station is discontinued or dismantled, the owner thereof shall forthwith remove all underground tanks that were used in connection therewith.
(B) Filling of storage tanks.
(1) The driver, operator, or attendant of any tank truck shall be in direct and constant attendance upon said tank truck and attached delivery hose at all times while gasoline is being transferred therefrom to the storage tanks of any gasoline service station.
(2) The person in charge of the filling of any gasoline storage tanks of a gasoline service station shall not permit gasoline to overflow therefrom.
