(A) No person shall violate any law of the state nor any rule or regulation adopted by any duly authorized agency of the state pertaining to dry cleaning and dry dyeing.
(B) (1) No person shall carry on any business of dry cleaning or dry dyeing without first obtaining a license therefor in the manner provided for in Ch. 110 of this code.
(2) No such license shall be granted except upon certification by the Fire Chief that the premises comply with all the requirements of the state and of the city pertaining thereto.
