§ 13.09 ADMINISTRATIVE MANUAL.
   The Manager is authorized to issue such administrative regulations in addition to those embodied in the Charter and this code as are necessary to provide for the adequate functioning of all departments. The regulations so issued shall comprise the Administrative Manual.
