§ 13.08 ADMINISTRATIVE COMMITTEES.
   The Manager is authorized to designate from the administrative service such committees and the officers thereof as he or she may deem necessary for the proper consideration of administrative problems. Such committees shall meet at the request of the Manager and make such recommendation on matters referred to them as they may deem to be for the best interest of the city. Minutes of the meetings of any such committee shall be kept and filed by and with the committee secretary.
