§ 13.07 ADMINISTRATIVE STAFF.
   The heads of all departments and such other officers and employees as the Manager may designate shall compose the administrative staff. The staff shall meet at the call of the Manager and shall advise and consult with him or her upon all matters affecting the welfare of the city or relating to any or all departments.
