(A) Requests for use of certain city-owned regional parks, community parks, and neighborhood parks shall be made in the same manner as all other special events. In regard to use of neighborhood parks, every effort will be made to inform and seek approval of the request by the affected neighborhood association. Listed below are the parks affected by this chapter.

(B) Upon the recommendation of the Department of Public Services, the Special Events Committee may waive special event fees to duly incorporated, nonprofit neighborhood associations for use of its own neighborhood parks in exchange for a contribution of volunteer hours and/or cash or in-kind contributions in support of the park.
