No person shall exhibit any goods, persons, or things in any street, alley, or public place or use any street or alley for the purpose of furnishing curb service without first obtaining a license therefor in the manner provided for in Ch. 110 of this code of ordinances. The term
CURB SERVICE shall mean the use of any street or alley by a person engaged in business for the sale or solicitation of sales of goods, wares, or merchandise. No such license shall be issued until the application therefor and the location thereof has been approved by the City Manager; provided, however, no location shall be approved if it interferes with traffic. The City Council shall establish the rate for the license.
