§ 96.020 LIFTING VIA PULLEYS, ROPES, AND THE LIKE.
   No person shall raise anything from or lower anything to any street, alley, or public place by means of a rope, chain, or pulley without first obtaining a written permit from the Director of Public Services. Before any such permit is issued, the applicant therefor may be required to furnish a bond deemed adequate by the Director of Public Services, which bond shall become available in the payment of any damage to public or private property and the payment for any personal injuries resulting from said raising or lowering.
