(A) No person having the care, either as owner or occupant, of any premises bordered by an alley shall fail to care for said alley as far as the centerline thereof.
(B) The provisions of division (A) above shall not apply to that part of any alley which has been paved or hard-surfaced and the cost thereof assessed to the benefitted property.
