The Department of Public Services shall assist officers and agents of urban redevelopment corporations (hereinafter in this subchapter referred to as redevelopment corporations) preparing development plans for areas within the corporate limits of the city by:
(A) Preparing and furnishing appropriate checklists for development plans;
(B) Furnishing a copy of any general standards of city and neighborhood planning to which a development plan should conform, if any such standards have been stated by the Planning Commission, pursuant to § 4 of the statute (the Urban Redevelopment Corporations Law, Public Act 250 of 1941, being M.C.L. § 125.904), as necessary for its approval of a development plan;
(C) Preparing and furnishing appropriate forms for application to the City Planning Commission for approval of development plans and for approval of amendments to approved development plans; and
(D) Advising as to the need of the proposed area for rehabilitation or other action authorized by the statute and conformance of the proposed development plan with the master plan of the city.
