§ 94.063 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ABANDONED PROPERTY. Deteriorated, wrecked, or derelict property in unusable condition having no value other than nominal scrap or junk value, if any, and which has been left unprotected from the elements, signs and the associated sign structures when the business, product or service advertised is no longer conducted, sold, or offered on the premises; or is no longer a bona fide business conducted, product sold or service offered; trailers, boats; machinery; refrigerators, washing machines, plumbing fixtures; furniture; and any other similar articles in such condition.
   BUILDING MATERIALS. Any materials useful in the construction of buildings or other structures and includes, but shall not be limited to, lumber, bricks, concrete or cinder blocks, plumbing materials, electric wiring or equipment, heating ducts or equipment, shingles, mortar, concrete, and cement.
   ENFORCEMENT OFFICER. Any officer, investigator, or inspector of the Inspections/ Environmental Division.
   OBLITERATE. To render indecipherable by means such as, but not limited to, painting or sandblasting.
   PRIVATE PREMISES. Any premises owned by a private person or private entity and any portion of a street right-of-way immediately adjoining such premises which separates such premises from a roadway.
   PUBLIC PREMISES. Any premises, including but not limited to, streets and alleys, owned by, in possession of, or under the control of the United States of America, this state, the county, or the city, or any agency or political subdivision of any said governments.
   REMOVE. To physically take away or, in the case of a sign which is a conforming use under the zoning regulations, to obliterate the sign message. In the case of a sign which is a nonconforming use under the zoning regulations, REMOVE means to physically take away, except where the nature of the sign is such that this cannot be done. In such cases, REMOVE means to obliterate the sign message.
   TRASH. Consists of the following.
      (1)   ASHES. The residue left from the burning of paper, leaves, weeds, wood, and coal.
      (2)   BRUSH. All tree and shrub parts including branches, roots, stumps, and trunks; provided, however, that no tree or shrub part shall measure more than four inches in diameter at its largest part.
      (3)   GARBAGE. Putrescible animal and vegetable waste resulting from the handling, preparation, cooking, and consumption of food.
      (4)   RUBBISH. Nonputrescible solid wastes consisting of combustible and non-combustible wastes, such as (by way of illustration but not limitation), paper, cardboard, tin cans, wood, glass, crockery, and similar materials.
      (5)   TRIMMINGS. Any brush with a length of four feet or less.
      (6)   YARD WASTE. All grass clippings, leaves, weeds, landscape trimmings, and other small plant waste items not more than one inch in diameter measured at its largest part.
