§ 12.041 SAGINAW RIVERFRONT DEVELOPMENT COMMISSION.
   (A)   Creation and membership.
      (1)   The Saginaw Riverfront Development Commission is hereby created to recommend and advise City Council on the development of the riverfront and implementation of the River Corridor Master Plan. Said Commission shall serve in an advisory capacity to City Council.
      (2)   The Commission shall be comprised of not more than 15 at large members appointed by the Mayor subject to approval of the City Council. The at large members shall consist of a broad range of expertise to contribute and promote riverfront development.
      (3)   The City Manager appointed by virtue of his or her position and three staff persons appointed by the City Manager shall serve in addition to the 15 at large members of the Commission as voting members of the Commission for a total membership not to exceed 19 members.
   (B)   Qualifications of members. A member must be a citizen of the United States and at least 18 years of age.
   (C)   Term. All terms shall commence April 1, 2000. Initially five members shall be appointed for three years, five members for four years, and the remaining five members for five years. Thereafter, the term of the members shall be for five years.
   (D)   Compensation of members. The members of the Commission shall receive no compensation for their services.
   (E)   Vacancy. A vacancy shall be declared by the Commission when a member has died, has resigned, has been convicted of a felony, or has been judicially declared to be mentally incompetent. A vacancy for an unexpired term shall be filled in the same manner as the original appointment.
   (F)   Organization.
      (1)   The Commission shall select a Chairperson. Subcommittees will be appointed by the Chairperson as needed. The Commission shall establish its own bylaws and procedures. A quorum shall always be a majority of those appointed and serving.
      (2)   The Commission shall meet, at a minimum, once monthly.
      (3)   The Chairperson of the Commission or the Chairperson’s designee shall be responsible to communicate recommendations of the Commission to City Council.
      (4)   The City Manager shall appoint a Secretary to perform duties such as, but not limited to, keeping minutes, handling correspondence, and issuing meeting notices, and may assign other support staff as needed.
   (G)   Purpose and responsibilities of Commission. The primary purpose and responsibility of the Commission shall be, but not be limited to, as follows:
      (1)   Recommending ways to promote, develop, and expand Saginaw Riverfront Development to City Council;
      (2)   Implementing the Council-approved River Corridor Master Plan;
      (3)   Assisting in obtaining and recommending grants and other financing to aid in revitalization efforts;
      (4)   Reviewing and updating the Riverfront Corridor Master Plan annually;
      (5)   Obtaining consultants to assist in riverfront development by drafting RFPs, interviewing the consultants, and drafting the consultant’s contract language, and submitting the proposed consultant’s contracts to Council for approval;
      (6)   Recommending development projects, events, marketing strategies, land use, and use of waterway system;
      (7)   Reporting to Council every six months of progress at a Committee of the whole meeting; and
      (8)   Preparing riverfront development annual budgets for Council approval.
