Except as otherwise provided, no snowmobiles shall be operated within the city unless registered by the owner with the state as required by Part 821 of the Natural Resources and Environmental Protection Act, Public Act 451 of 1994, being M.C.L. §§ 324.82101 et seq. No registration is required for a snowmobile operated exclusively on lands owned or under the control of the snowmobile owner.
