(A) The provisions of this subchapter shall be administered by the Police Chief.
(B) Any police officer of the city shall have the power at any time to seize and to take into custody any bicycle found upon the streets, alleys, or public places of the city which does not properly display its license and serial number, and anyone found using or operating any such bicycle shall give the police officer his or her name and address upon request and also a statement as to whether or not said bicycle is registered. Upon such seizure, an investigation shall be made to determine whether said bicycle has been properly registered, and if it is found that it is registered, may be returned to the owner thereof. If the same has not been registered, the owner thereof, upon showing satisfactory proof of ownership, may be permitted to register the same. Nothing in this section shall prevent the prosecution of anyone using or operating a bicycle without registration.
(C) No person being the parent or guardian of any child under 17 years of age shall knowingly permit or authorize such child to violate any of the provisions of this subchapter.
(D) All revenues derived from the registration of bicycles shall be used in financing the provisions of this subchapter and in the promotion of bicycle safety education.
(E) The City Manager is hereby empowered, subject to the approval of the Council, to make reasonable and necessary rules and regulations consistent with the provisions of this subchapter regarding the use, operation, and maintenance of any bicycle. No person shall violate any such rule or regulation.
(F) Public notice of all rules and regulations which are made hereunder shall become effective when notice of the same shall have been given by publication in the official newspaper of the city.
