§ 73.17 REGULATIONS AND EQUIPMENT.
   (A)   No person riding a bicycle shall fail to obey the instructions of the traffic regulations of this city applicable to the driver of a vehicle except as to special provisions contained in this subchapter and except as to those provisions of the traffic regulations which by their nature can have no application.
   (B)   No person operating a bicycle shall fail to obey the instructions of official traffic signals, signs, and other control devices applicable to vehicles, unless otherwise directed by a police officer.
   (C)   Whenever authorized signs are erected indicating that no right or left or U-turns are permitted, no person operating a bicycle shall disobey the direction or any such sign, except where such person dismounts from the bicycle to make any such turn, in which event such person shall then obey the regulations applicable to pedestrians.
   (D)   No person operating a bicycle shall ride other than upon or astride the permanent and regular seat attached thereto, unless it be a tandem bicycle especially built for two.
   (E)   No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing.
   (F)   No person operating a bicycle upon a roadway shall fail to ride as near to the right-hand side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction.
   (G)   The operator of a bicycle emerging from an alley, driveway, or building shall stop the same immediately prior to driving onto a sidewalk or into the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on said sidewalk area, and upon entering the roadway, shall yield the right-of-way to all vehicles approaching said roadway.
   (H)   Persons operating bicycles upon a sidewalk shall ride in single file.
   (I)   No person shall park a bicycle upon a street other than upon the roadway against the curb or upon the sidewalk in a rack to support the bicycle or against a building or at the curb, in such a manner as to afford the least obstruction to pedestrian traffic.
   (J)   In the event that the Police Chief shall determine that conditions believed to be temporary make bicycle riding on any sidewalk or roadway unduly hazardous to either the bicycle riders or to the public, he or she is authorized to erect signs on any sidewalk or roadway prohibiting the riding of bicycles thereon by any person; and when such signs are in place, no person shall disobey them.
   (K)   No person riding a bicycle upon a sidewalk shall fail to yield the right-of-way to any pedestrian, and shall give audible signal before overtaking and passing or before meeting such pedestrian.
   (L)   Violation of the provisions of this section shall be deemed a Class C civil infraction and shall be punishable as provided in Ch. 37 of this code of ordinances.
