§ 73.16 GENERAL PROVISIONS; REGISTRATION REQUIRED.
   (A)   No resident of the city shall operate a bicycle upon any street, alley, or public place of this city unless such bicycle is registered as hereinafter provided and properly displays a license and serial number.
   (B)   Bicycle certificates of title shall be issued by the Police Chief or by any designated dealer as hereinafter provided but only after ascertaining that the bicycle desired to be registered is in good mechanical condition.
   (C)   A bicycle registration shall be permanent so long as it is owned by the licensee. The fee for such registration shall be established by Council and posted in the Office of the City Clerk.
   (D)   (1)   The application for registration hereunder shall be on a form furnished by the Police Chief. Said application shall be in duplicate and shall constitute a certificate of title, one copy of which shall be given to and retained by the applicant, and the other of which shall be placed on file with the Police Chief. The Police Chief shall also furnish a license, which must be displayed on the registered bicycle at all times and shall not be used on, or transferred to, any bicycle other than that for which it was issued.
      (2)   All bicycle dealers located within the city shall be required to issue a certificate of title and a license and to record the make and serial number for any bicycle sold by the dealer to a resident of the city.
      (3)   All sales of bicycles to residents of the city by bicycle dealers located within the city shall be reported semi-monthly to the Police Chief. The reports shall be on forms provided by the Police Chief which shall include, among other things, the make of the bicycle, the serial number of the bicycle, the license number, and the purchaser’s name, address, and phone number.
      (4)   No bicycle dealer shall purchase or accept in trade a bicycle unless licensed as a secondhand dealer under Ch. 110 of this code.
   (E)   No person who sells or transfers ownership of any registered bicycle shall fail to report such sale or transfer by returning to the Police Chief the certificate of title issued therefor, together with the name and address of the person to whom such bicycle was sold or transferred. Such report shall be made within five days from the date of the sale or transfer. It shall be the duty of the purchaser or transferee to apply for transfer of registration within seven days after the sale or transfer. The transfer of registration shall be made upon the condition that the bicycle is in good mechanical condition. The charge for a transfer of title shall be established by Council and posted in the Office of the City Clerk.
   (F)   No person shall willfully or maliciously remove, destroy, mutilate, or alter the serial number, or the license issued under this section.
   (G)   (1)   A replacement serial number or license shall be issued by the Police Chief in the event the original serial number or license is lost, removed, defaced, or destroyed, upon repayment of the initial sum of registration.
      (2)   A duplicate certificate of title shall be furnished to the owner at no cost by the Police Chief in the event that the original certificate of title is lost, defaced, or destroyed.
