For the purpose of this subchapter, the following words and phrases shall have the meanings respectively ascribed to them in this section.
BICYCLE. A vehicle with two or more wheels in tandem and typically propelled by pedals, having handlebars for steering and a saddle-like seat.
CERTIFICATE OF TITLE. A document issued at the time of bicycle registration which states the name and address of the owner, the serial number, and the license number of the bicycle.
DEALER. Every person engaged in the business of purchasing, selling, exchanging, or dealing in bicycles of a type required to be registered hereunder and every person who negotiates the purchase, sale, deal of exchange of such bicycles and who has an established place of business for such purposes in this city.
LICENSE. A decalcomanic print displaying an identification number which is securely affixed to a bicycle in a conspicuous place on the seat pole or the handle bar pole of the bicycle.
POLICE CHIEF. Includes the Police Chief or any police officer designated by him or her.
SERIAL NUMBER. The number which a manufacturer stamps into the frame of a bicycle unless said number is determined not to be a unique number or if there is no manufacturer’s serial number, in which case a number assigned to a bicycle by the Police Chief and stamped into the frame of the bicycle.
