(A) No person, adult or minor, or animal shall be seated in the lap of the driver, nor shall the driver be seated in the lap of a person occupying the front seat, when the motor vehicle is in motion.
(B) On and after October 1, 1955, no commercial vehicle licensed as such shall be operated on the highways at any time between December 15 and March 15, both dates inclusive, unless it is equipped with a hot air windshield defroster or an electrically heated windshield or such other scientific method that may be devised so long as same is heated and maintained in operable condition at all times.
(C) No motor vehicle licensed as such, and manufactured after January 1, 1956, shall be operated on the highways unless it is equipped with a windshield washer maintained in operable condition at all times and capable of cleaning the windshield in such a fashion as to leave the driver with a clear view of the highway or any intersecting highway.
(D) Violation of this provision shall be deemed a Class C civil infraction and punishable as provided in Ch. 37 of this code of ordinances.
