§ 71.12 FOLLOWING; OVERTAKING; PASSING.
   (A)   Following or overtaking a vehicle.
      (1)   The driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard to the speed of such vehicle, and the traffic and condition of the roadway.
      (2)   The driver of any vehicle overtaking a vehicle parked on the right-hand side of the roadway, shall pass at a safe distance to the left thereof and shall not again drive to the right side of the roadway until safely clear of such parked vehicle.
   (B)   Limitations on privilege of overtaking and passing. The driver of a vehicle shall not drive to the left side of the centerline of the roadway in passing a parked vehicle, unless such left side is clearly visible and is free of oncoming traffic for a sufficient distance ahead to permit such passing to be made in safety.
   (C)   Overtaking on bridge.
      (1)   No vehicle shall overtake and pass another vehicle moving in the same direction upon any bridge unless the roadway of such bridge is of sufficient width to accommodate two lanes of traffic moving in each direction; and such passing shall occur only when such movement can be made with safety.
      (2)   For the purpose of this division (C), the roadway within 100 feet of a bridge, including the approaches thereto, shall be considered a part of the bridge.
   (D)   Violation. Violation of the provisions of this section shall be deemed a Class C civil infraction and shall be punishable as provided in Ch. 37 of this code of ordinances.
