§ 71.11 RESTRICTIONS AS TO SPEED.
   (A)   With the exception of those instances where a lower speed is specified in this title or by regulation, it shall be prima facie lawful for the driver of a vehicle to drive the same at a speed not exceeding the following, but in any case it shall be unlawful to exceed the following speeds except upon through streets or state trunk line highways where a different speed limit is authorized and has been marked by adequate signs giving notice of such permissible speed: 25 mph in cemeteries unless a different speed has been duly posted. Where a speed limit other than 25 mph has been duly posted it shall be unlawful to exceed such posted speed.
   (B)   In every charge of violation of division (A) above, the complaint, also the summons or notice to appear, shall specify the speed at which the defendant is alleged to have driven, also the speed which this section declares shall be prima facie lawful at the time and place of such alleged violation.
   (C)   Violation of the provisions of this section shall be deemed a Class C civil infraction and shall be punishable as provided in Ch. 37 of this code of ordinances.
