(A) No person riding upon any bicycle, motorcycle, coaster, sled, roller skates, or any toy vehicle shall attach the same or himself or herself to any moving vehicle upon any roadway.
(B) No person shall ride upon the fenders, running boards, bumpers, outside steps, or on the outside of any vehicle.
(C) No operator of a motor vehicle shall permit any person or persons to perform any of the acts mentioned in divisions (A) and (B) above.
(D) Violation of the provisions of this section shall be a civil infraction and punishable as provided in § 70.99(A).
