§ 52.58 WATER METERS.
   (A)   All water taken from the Saginaw Branch Line shall be metered.
   (B)   The individual or organized group of individuals contracting for service shall provide, at their own expense, a suitable place for the installation of a meter, or if in the judgement of the city a meter pit should be constructed, such meter pit shall be constructed in accordance with plans and specifications approved by the city.
   (C)   No person other than an authorized employee of the city shall break or injure the seal on, or change the location of, alter, or interfere in any way with any water meter.
   (D)   Whenever a meter is injured because of any act or negligence on the part of the owner or occupant of the premises where such meter is installed, the expense of the city caused thereby shall be charged to and collected from such owner or occupant.
   (E)   In the event that a meter shall fail to register properly, the city is empowered to estimate the quantity of water used on the basis of former consumption, and bill accordingly.
   (F)   Owners or persons in charge of premises housing meters shall be responsible for damages to a meter by hot water, frost, or other causes under their control.
