The charges for wastewater disposal services furnished to the Drain Commissioner or to any municipality or public agency shall be provided for by written agreement approved by the City Council, the schedule of charges to be set forth in said agreement or in a resolution adopted by the City Council. In no event shall such charges be less than the total cost, including all direct and indirect costs of comparable service to premises within the city.
