(A) Any user may elect to establish metering facilities to measure and record the discharge from its premises to the POTW. All such arrangements shall be subject to the prior approval of the Director and the expense thereof, including installation, maintenance, and operation, shall be borne by the user.
(B) When metering facilities to measure and record the discharge from the premises to the POTW have been installed as permitted by this subchapter, the readiness-to-serve charge provided for in this subchapter shall be based upon the equivalent size of water meter, as determined by the Director, which would be required if all liquids reaching the wastewater metering facilities were delivered through the public water supply. The commodity charge shall be applied to the flow volume of the wastewater. In event the metering facilities shall fail to operate or record the flow correctly, the charge shall be based upon the estimate of the Director of the flow of wastewater for the billing period.
