§ 51.068 BASIS OF CHARGE.
   (A)   The rates herein established shall be based upon the amount of water used on the user’s premises, including water from public and private supplies or, at the election of the user as hereinafter provided, upon the amount of wastewater discharged to the POTW. All private water supplies, any portion of which reaches the POTW, shall be metered at the user’s expense, the consumption thereof shall be added to the consumption from the public water supply and the resultant total shall be used to establish the wastewater disposal charge. Failure to meter any water supply shall not release the user from paying the wastewater disposal charge thereon. In such case the equivalent size of water meter used for establishing the appropriate readiness-to-serve charge and the total water consumption used for establishing the commodity charge shall be established by the Director and shall be conclusive.
   (B)   The rates herein established shall consist of both a commodity charge and a readiness-to-serve charge for all users of the POTW. These charges shall be reviewed annually to assure they properly reflect the cost of service.
