The wastewater disposal charges herein established shall apply to each lot or parcel of land, building, or premises (hereinafter called premises) from which wastewater is discharged into any public combined sewer or public sanitary sewer, and to each premises for which a connection to any sewer is ordered installed, said charges to take effect upon the expiration of the time limit for the installation of the sewer connection or upon use of such connection for the disposal of wastewater, whichever occurs first.
