(A) Creation and membership.
(1) The Board of Building Appeals heretofore established is continued. This Board shall consist of seven members, three of whom shall be officers or employees of different departments of the city, to be appointed by the City Manager to serve for indefinite terms at the pleasure of the Manager. The remaining four members shall be appointed by the Mayor with the advice and consent of the City Council, each to serve a term of two years.
(2) The Chief Inspector of the Neighborhood Services and Inspections shall serve as the Secretary of the Board but shall not be a member thereof.
(B) Powers and duties. The Board shall have the powers and duties conferred upon it by the City Charter and City ordinance.
