Each city department, commission, board, or other agency of city government is authorized to appoint volunteers to augment its personnel in time of emergency to implement emergency functions assigned in the County Emergency Operations Plan. Such individuals are part of the disaster relief force and shall be subject to the rules and operational control set forth by the respective department, commission, board, or agency through which the appointment was made, and shall be reimbursed for all actual and necessary travel and subsistence expenses.
