§ 33.16 SPECIAL ASSESSMENT BOARD.
   (A)   The Special Assessment Board shall consist of the Manager, who shall be Chairperson, the Engineer, who shall be Vice Chairperson, the Director of Finance, and the Assessor. The Manager shall designate a city employee who is not a member of the Board to serve as Secretary of the Board. The Director of Finance and the Assessor may each act under any and all circumstances through his or her deputy. Either the Manager or the Engineer may act through the Secretary, and in such event the proceedings or document shall indicate for whom the Secretary is acting. The Secretary’s authority to so act shall be conclusively presumed from such recital.
   (B)   Three members of the Board, regular or acting, shall constitute a quorum. The Board may designate an Assistant Secretary.
   (C)   The Board shall keep minutes of all hearings and meetings conducted by it, which minutes shall be prepared and signed by the Secretary or Assistant Secretary and the Chairperson or Vice Chairperson, and filed in the office of the Clerk.
