(A) Except as provided in this ordinance or the Act, the city shall not prohibit, regulate, or charge for the co-location of small cell wireless facilities.
(B) The approval of a small cell wireless facility under this ordinance authorizes only the co-location of a small cell wireless facility and does not authorize either of the following:
(1) The provision of any services.
(2) The installation, placement, modification, maintenance, or operation of a wireline in the ROW.
