It is the purpose of the Floodplain District to protect the natural resources of the city, and to promote the public health, safety, and general welfare; by application of special regulations for the use of land which may be subject to periodic inundation at predictable intervals, while permitting reasonable economic use and considering the physical limitations of such land. A further purpose is to help reduce the financial burdens imposed upon the community which may result from improper use of land. All lands included in the Floodplain District shall be subject to the terms imposed herein in addition to the terms imposed by any other zoning district in which said lands may be located.
