A report shall refer to the assessment district by its distinctive designation, specify the fiscal year to which the report applies and, with respect to that year, shall contain:
A. A description of the additional library services to be provided;
B. An estimate of the costs of the additional library services for the period covered by the report;
C. A diagram for the assessment district;
D. An analysis of the method utilized for spreading or apportioning the costs;
E. An assessment roll, but only where in the judgment of the city manager the proposed district is of sufficiently small size to warrant production of such a roll;
F. If notice is to be mailed, a list of the names and addresses of all owners of the parcels shown on the diagram and in the assessment roll, as shown on the last equalized assessment roll for county taxes or as known to the city clerk. (Prior code § 85.04.420)
