The city council finds that certain police services furnished by the city relate particularly to the protection of real property and the preservation of property values. These additional police services which are over and above and are in addition to the basic police services funded by general fund resources of the city include, without limitation, (1) the prevention and detection of burglary, arson, vandalism and criminal trespass; patrolling and surveillance of property; (2) the investigation of crimes against property and the apprehension of those charged with committing them; (3) and those services specified in Section 3.132.160 of this chapter. The city council further finds and determines that real property within the city receives a direct and special benefit from these services, and that the cost thereof should be borne by the real property itself.
