The retirement system manager shall review and consider the application and additional information presented, if any, and shall thereafter decide the matter by approving or disapproving the application for service retirement benefits or death benefits not later than fifteen (15) calendar days following receipt by the manager of an application for such benefits as submitted, resubmitted, or amended or fifteen (15) calendar days following receipt of the additional information, whichever last occurs. The manager shall give written notice of the approval or disapproval to the applicant by registered mail. If the application is disapproved, the notice shall state with reasonable specificity the grounds for the disapproval and shall inform the member of his or her right to appeal and the time limits within which the appeal must be filed.
