To implement the development impact fees established pursuant to the provisions of this chapter, the city council may, by resolution, adopt new or amended versions of any of the studies, reports, plans, or projections on which the development impact fees are based, except in such cases where amendments to the studies reports, plans, or projections must be made by ordinance.
