The Willowcreek fee established by this chapter shall be paid for the property on which a development project is proposed at the time of filing with the city any final subdivision map relating to such development. With respect to development projects for which no final subdivision map is to be filed, the city director of public works, or his or her authorized designee, shall have the authority to determine the time for payment of fees. With respect to development projects completed or commenced as of the effective date of this chapter, the city director of public works, or his or her designee, may enter into agreements with landowners regarding the amount, time, and manner of payment of fees payable with respect to such development projects.
