The city council, by resolution, may establish policies, guidelines and procedures regarding the deferral or other adjustment of the time for payment of the school facilities fee. The policies, guidelines, and procedures shall be subject to annual reviews and adjustment to assure that funds are available to construct school facilities and to promote fairness and equity relating to such deferrals and adjustments. A resolution shall not be adopted pursuant to this section unless the city council finds that each school district affected thereby has been consulted and has had a reasonable opportunity to provide its input regarding the provisions of the resolution.
