The payment of the school facilities fee pursuant to this chapter shall be made a condition to approval of legislative acts in connection with residential development projects within the North Natomas finance plan area, including, without limitation, approval of zoning changes and amendments to the general plan, the North Natomas community plan, and applicable specific plans.
