The city council, by resolution, may adopt policies, guidelines and procedures regarding the allowable credits against and reimbursements of the fees established under this chapter; provided that the sole source of any reimbursement made to a landowner shall be the fee revenue generated under the North Natomas land acquisition program. The policies, guidelines, and procedures shall be subject to annual review and adjustment to assure that funds are available to acquire public property in a timely manner pursuant to the North Natomas land acquisition program and the North Natomas financing plan and to promote fairness and equity relating to such credits and reimbursements.
