The city council, by resolution, may adopt policies, guidelines and procedures regarding the deferral or other adjustment of the time in which the fees established under this chapter must be paid. The policies, guidelines, and procedures shall be subject to annual review and adjustment to assure that funds are available to acquire public property in a timely manner pursuant to the North Natomas land acquisition program and the North Natomas financing plan and to promote fairness and equity relating to such deferrals and adjustments. The obligation to pay any portion of a fee established by this chapter in installments over time shall be pursuant to an agreement in a form approved by the city attorney and secured in manner satisfactory to the city.
