Participation in the North Natomas land acquisition program and compliance with this article shall be required by all development agreements concerning the development of land in the North Natomas finance plan area and made conditions to approval of discretionary land use entitlements, including, without limitation, approval of zoning matters, tentative subdivision maps, and master parcel maps for property being developed in the North Natomas finance plan area.
