Each person or entity holding an interest in all of the land subject to the tentative master parcel map shall have executed a development agreement in a form satisfactory to the city attorney and approved by the city council, or shall have executed the assignment and assumption agreement as provided in the said development agreement; any such agreement or agreements shall be in full force and effect as of the date of the master parcel map approval, and not in a default status.
