17.828.150   Conditional approval when critical soil problems exist.
In every subdivision for which a soils investigation of each lot has been required by the director of public works, the city council may approve the subdivision or portion thereof where the critical soils problem exists if it finds the corrective action recommended in the soils investigation is likely to prevent structural damage to each structure to be constructed thereon. As a condition of the approval of the tentative map, the city council may require the director of the building inspections division to withhold the issuance of any building permit for development of the lots until the approved recommended corrective action is in-corporated into the plans for the construction of each structure.
