If a safety member of this plan who is entitled to ordinary disability retirement benefits is not qualified for voluntary service retirement, he or she shall receive a disability retirement allowance of one and one-half percent of final compensation for each year of service, but in no event shall such allowance be less than twenty-five (25) percent of his or her final compensation. If any such safety member is qualified for voluntary service retirement, he or she shall receive a retirement allowance of an amount equal to the service retirement allowance he or she would have received if he or she had elected to retire for service on the date when the retirement system manager orders his or her retirement for disability, or an allowance equal to twenty-five (25) percent of his or her final compensation, whichever amount is greater.
