All applications for either off-street parking facility permits or building permits (for other than single or two-family residential structures) shall be submitted to the director of public works for review. If the director of public works determines that the provisions of this chapter are applicable to property on which the proposed structure, addition or off-street parking area is to be located, he or she shall inform the permit applicant of his or her determination, of the specific requirements of this section which he or she determines to be applicable thereto and of the availability and procedure for appeal of his or her determination to the city council.
