Since the American River and its adjacent flood plain are situated within an intensively-developed urban area, it is necessary to mitigate the potential adverse environmental impacts associated with contiguous urban development. The special development regulations for this overlay zone serve to reduce those impacts that are incompatible with the maintenance of the American River as a natural resource.
