2.108.020   Purpose.
   The purpose of the committee shall be as follows:
   A.   To provide recommendations to the city council on the following issues related to campaign reform legislation:
      1.   Whether the city should establish contribution limits for local elections, and if so, the nature and amounts of the limits;
      2.   Whether, as part of an ordinance establishing contribution limits, the city should include a public finance component;
      3.   Whether the city should establish requirements for disclosure of independent expenditures;
      4.   Whether the city should establish requirements for registration of lobbyists appearing before city boards and commissions;
      5.   Whether the city should establish requirements for electronic filing of reports concerning campaign related contributions and expenditures in local elections;
      6.   Whether the city should provide for access to campaign reports for local elections through the Internet or other similar means.
   The committee should provide recommendations to the city council on the foregoing specific issues within one hundred eighty (180) days of its first meeting, to the extent feasible and practicable. It is anticipated that, upon receipt of recommendations from the committee, the council will direct staff to proceed with preparation of legislation, which the committee shall review pursuant to subsection B of this section.
   B.   To review and provide recommendations to the city council regarding draft legislation designed to address the campaign-related issues identified in subsection A of this section.
   C.   To recommend to the city council such additional legislation concerning campaign reform as it determines reasonable, necessary and appropriate. (Ord. 99-005 § 1; prior code § 60.20.201)
