Notwithstanding any provision of this code to the contrary, no temporary land use to which this article applies shall be allowed without a permit for such use granted by the city council after application therefor. Such application shall be accompanied by a nonrefundable application fee established by resolution of the city council. The permit under this article shall be in addition to the permits required from the fire chief under this chapter. The permit may be granted or denied by the city council after receiving the report of the city manager. The report of the city manager may be based upon the report and recommendation of any city official or department or any other public body or agency the city manager may deem it appropriate to contact.
