This chapter is adopted by the city as a charter city pursuant to its own power and authority as a chartered city and the provisions of the Planning and Zoning Law, as set forth in Government Code Section 65000 et seq., shall not be deemed to be applicable to the adoption of this chapter or any act taken by the city or its officers or employees under the provisions of this chapter.
