The city engineer shall assign house numbers to all lots of record in territory annexed to the city as soon as they become of record and to all new lots as soon as they become of record and shall keep on file in his or her office plans showing the numbers assigned by him or her to such lots and shall inform all lot owners of the official house numbers assigned to their lots when such owners request the same.
